Point of view (in Fr-English): Web services
ACTA Informatique has been lucky enough to participate in the European GTIS-CAP project. The basic concept was to examine how the Land Parcel Information System developed at European level could be used to develop traceability of agricultural products from geo-localised field to fork… During this project, the interest of the web service technology was confirmed since its enables to perform precise and limited function once the users provide the web services with adequate data (e.g. computation of a geo-identifier, computation of water balance or pest and disease risks).
In a near future, we can imagine that there will be many web services available, proposed by different research or commercial organisations. And it will up to users and ICT companies to use / to integrate theses web services in their commercial offers or not. The difficulty is here that commercial companies will not integrate available web services within their own commercial offers if there is no pressure from their clients. This makes necessary for research or commercial organisations proposing web services, to have a strong promoting actions to push final clients to ask their ICT providers to integrate web services in their offers.

Wanted: information
From a later newsletter, which I lost in the meantime, I found information on a conference "Information System in Sustainable Agriculture, Agroenvironment and Food technology" to be held 20 to 23 September 2006 in Volos Greece. I am not able to find the website. Can you help resending your relevant email?

Answer: Please have a look on the efita.net web site (newsletter dated 23 December 2005).

European Foresight Monitoring Network
Foresight is a process increasingly used by policy makers in Europeto make better policy related decisions. It puts a lot of emphasis on the involvement of stakeholders in vision building and in the development of scenarios for sustainable futures. This provides policy makers with greater insight into long-term issues of strategic importance for the region and helps to achieve buy-in by stakeholders on complex public sector decisions. The use of websites, databases, collaboration spaces and mailing lists play an increasingly important role in lowering the cost of foresight, in reaching broader groups of stakeholders and in improving the level of dissemination of the results. For these reasons Foresight can be considered a domain of application of research in areas such as governance, sustainability, e-government and e-participation.

In 2003 a European Commission financed working group developed a blueprint for the application of foresight to the development of sustainable rural economies.

Started in late 2003 the EFMN has already identified 620 foresight initiatives around the world. It has written 35 Briefs – 4 page documents on specific issues of interest to policy makers and foresight practitioners.

Some of them will be of interest to researchers and policy makers interested in the future of the rural regions of Europe:
EFMN Brief No. 007: Archaeology in Ireland 2020

EFMN Brief No. 013: Danish Green Agriculture 2024

EFMN Brief No. 016: The BMW Region of Ireland 2025

EFMN Brief No. 030: East German Cross Border Regions 2020

A brief on the recently completed ‘Rural Ireland 2025’ will be available in the near future. If anyone is aware of foresight done in your region on issues related to the future of rural regions, please let us know. Especially if you consider that it could be an interesting topic for a new brief. To contribute in any way, please get in touch via the site or directly by email to me.
