For me, the first answer is to keep digging in the data. I’m still a believer in split applying nitrogen – including sidedressing a portion, but living though those dry summers would lead me to get the work done early. The 2014-2015 Global Food Policy Report is now available The 2014-2015 Global Food Policy Report, one of IFPRI’s flagship publications, reviews major food security developments from the past year and lays out opportunities and challenges for achieving food and nutrition security in 2015 and beyond. With contributions by distinguished researchers, policymakers, and practitioners, it captures the depth, relevance, and breadth of current food policy issues. This year’s report emphasizes the role of middle income countries—such as Brazil, China, India, Indonesia, and Mexico—in achieving global zero hunger and malnutrition goals; and stresses the importance of water, sanitation, and hygiene on nutrition. Other topics include helping smallholder farmers “move up or move out” of farming; mitigating risk with well-designed and targeted social protection programs; managing food safety and preventing food-borne disease; building resilience and food security in conflict-affected countries; and meeting the global demand for fish through smallholder aquaculture. You can find the full report—as well as downloadable infographics, an online map of food policy indicators, and a press release—on our media briefing page. You can also download the latest indicators on investments in agricultural research, public spending in agriculture, food policy research capacity, and agricultural total factor productivity, as well our Global Hunger Index, on our website. The data is also available in our interactive IFPRI Food Policy e-Atlas. See: http://www.ifpri.org/publication/2014-2015-global-food-policy-report SOS for science-based EU policy-making The past few months have not been a triumph for science-based policy making in the EU, writes Hans-Olaf Henkel. "Policy makers have to see science as a stepping stone to the innovations that lead to jobs and growth. Without this vision, America and Asia will leave us behind. We cannot afford for European politicians and governments to pay lip service to research and development one day, only to make opposite decisions the next. As a former boss of a hi-tech company, or an industrial federation and a large research association, industry actions are often oriented to long term decisions where our future success is often decided in a laboratory or research institute. The future of Europe is no different. It is time that science won over ideology, and Europe's long-term interests are put above short-term political expediency. If the Commission continues to ignore the warning of the science community, then both Horizon2020, and the EU's place as a leader in science, will sink.". The Wisconsin Cow The only cow in a small town in Arkansas stopped giving milk. The people did some research and found they could buy a cow up in Antigo, Wisconsin, for $200.00. They bought the cow from Wisconsin and the cow was wonderful. It produced lots of milk all of the time, and the people were pleased and very happy. They decided to acquire a bull to mate with the cow and produce more cows like it. They would never have to worry about their milk supply again. They bought a bull and put it in the pasture with their beloved cow. However, whenever the bull came close to the cow, the cow would move away. No matter what approach the bull tried, the cow would move away from the bull and he could not succeed in his quest. The people were very upset and decided to ask the Vet, who was very wise, what to do. They told the Vet what was happening. "Whenever the bull approaches our cow, she moves away. If he approaches from the back, she moves forward. When he approaches her from the front, she backs off. An approach from the side and she walks away to the other side." The Vet thinks about this for a minute and asked, "Did you buy this cow in Wisconsin?" The people were dumbfounded, since they had never mentioned where they bought the cow. "You are truly a wise Vet," they said. "How did you know we got the cow in Wisconsin?" The Vet replied with a distant look in his eye, "My wife is from Wisconsin."
